OUR HISTORY
Broadcast Programming & Research Pty Ltd (BP&R) was established in 1984 by Bill Clemens following a successful career in the New Zealand music and radio industries. Prior to this, Bill’s experience had involved programming and producing for many formats and markets, before branching into a more specialized focus on research applications for radio and television. Bill led the development of PC based research software applications for radio during the 1980’s. Bill was one the first people in the World to successfully recognise the importance of using listener research to direct the strategic programming of radio and television stations. The fundamental premise of Bill’s vision was making the competitive advantage of continuous audience measurement affordable to stand-alone radio stations.Following the development of a consultancy service during the years 1981-1983. Bill launched BP&R in conjunction with Peter Don who had achieved considerable success in New Zealand radio.BP&R commenced operations offering programming consultancy services to radio stations in the Australian and New Zealand markets. This later developed into two distinct disciplines; Programming Consultancy lead by Peter Don and Research Consultancy lead by Bill Clemens. The primary difference being that Research Consultancy focussed on the strategic interpretation of research findings while Programming Consultancy focussed on the development and implementation of tactics to achieve the strategy.

BP&R employed DOS based software tools to begin with enabling the analysis of research data collected by client radio stations. In 1994 BP&R developed a system specifically designed for the Windows environment, BP&R Xplorer. Xplorer featured a considerable array of data processing and reporting features. This revolutionary tool quickly became the benchmark and was employed by many broadcasters around the World. In 1998 the CATI module was developed enabling the PC based collection of data while in recent times BP&R Web Xplorer has been developed. Web Xplorer enables the online posting and collection of respondent data via the Internet.

Both BP&R CATI and BP&R Web Xplorer work seamlessly with Xplorer providing a seamless and extremely flexible research software solution for radio and television stations.

Throughout the 80’s and 90’s BP&R achieved significant success for a large number of client stations throughout Australasia. In the late 1980’s BP&R recognised the potential of new European commercial radio licences and was the first consultant organisation of its type to start working in Europe. Since this time BP&R has grown its business extensively throughout Europe based upon its track record of integrity and success.
 

OUR PHILOSOPHY
BP&R believes that sophisticated market research should be affordable to enable continuous measurement. As often said, you cannot manage what cannot measure. This is why BP&R developed the Xplorer software suite so that radio and television stations could do their own research more often and at a realistic cost.However when our software alone is not enough, our consulting services assist our clients in reaching a clear understanding of their target audience and of the competitive forces at work in the marketplace. With knowledge that comes from a solid and reliable research base, we then help our clients to develop a powerful programming and marketing strategy designed to maximize audience potential and to build strong market images that contribute to long-term ratings success.BP&R does not believe in a single solution for all radio situations. We realize that every station, every market and every target audience is unique. We also understand that competitive radio markets are in a constant state of change and that requires a strategic approach that is flexible and constantly evolving. This is particularly so in Europe where cultural differences and heritage and an increasing desire for national identity means programming solutions must be tailored “from the ground up” in individual European markets.

We believe in providing our clients with a clear and in-depth understanding of all the elements that make a station successful and desirable to their target audience. We deliver results by providing programming and marketing options that specifically address the most important issues facing our client’s stations. This allows the client to choose from the options that are most appropriate to the station’s short and long-term goals.

Once a strategy has been decided upon, we help our clients create an action plan designed to execute and implement the strategic plan. Our continuing research program provides us with the tools to measure the effectiveness of the plan and make adjustments as necessary.

In effect, we enter into a continuing partnership with our clients by providing a resource of information, knowledge and experience that is unmatched by any other research-based radio consultancy in the business.
